This is because a site can have a mediocre content but if a strong blog links to it, this mediocre site can have a high rank in search engine. It would rank high, not because it is good, but because the web master payed for it to rank higher, and this is not what Google wants in his yard. Google wants quality sites to rank high, not mediocre who payed to rank.
